Because I did 2 internships both at the Cluj-Napoca International Airport and at the Tourist Information Center from Cluj-Napoca I think I can recommend you what are the best ways to safely and easy rent a car in Romania. If you travel by plane and you are in the airport you might be lucky to find at the offices there some rent-a-car companies that still have free cars. If not, don't worry!
Every city in Romania has a Tourist Information Center that has lots of information about this kind of services. Maybe they will even make some calls for you and in the meanwhile you will also be provided with some other useful information about the city you are in and the surroundings.
If you prefer to rent a car online than I advise you to read some forums and recommendations and you will be just fine. But from where I stand I would go with the first two options.Less
